There are four focuses in this project, including 1) revising regulations 2) planning the stationary sources control systems 3) integrating effect of EPA and EPBs and 4) improving the database quality and function. The first section is revising 6 regulations about permits of stationary sources establishments and operations, stationary sources sampling and reporting, CEMs, VOCs sampling, violation penalty regulations and personnel training systems. The second section is bringing up controlling suggestions about iron and steel, petroleum refining and electricity industry, the three steps pollution control systems in industrial area and pre-studying the emission factors of GHG, economical inducement to reduce emissions, and establishing the information of PM2.5 emissions. The third section is helping and planning FY97 works, executing 524 cases reviewing, integrating all plans efforts of EPA and EPBs. According to emission reduce and inspection amount evaluate achievement of objective and then helps EPA to publish an annual report to present government contribution including 21st century stationary resources report. The forth section is improving the quality and functions of database. The accomplishments include reviewing 3150 data, confirming 150 emissions and finishing developments and revisions of permit, gas stations, websites, reference systems etc.
